講者介紹：
長瀨修（Nagase Osamu）是日本知名身心障礙研究專家與權利倡導者，曾任立命館大學生存學研究中心特聘教授、國際融合組織（Inclusion International）亞太區代表。他專精於障礙研究、身心障礙權利公約（CRPD），並曾擔任台灣CRPD初次及第二次國家報告國際審查委員會主席。長瀨修教授致力於推動障礙者從受照顧者轉變為權利主體，在亞洲身心障礙權利倡導具有高度影響力。

日本於2014年批准《身心障礙者權利公約》（CRPD），此前已進行了重要的國內法律改革。在批准之前，日本修訂了《身心障礙者基本法》，並制定了《消除身心障礙者歧視法》，建立了反歧視與合理調整的制度框架。 2022年，聯合國身心障礙者權利委員會首次對日本發布結論性意見，指出日本在某些方面已有進展，但同時仍存在嚴重的結構性問題。本演講將檢視日本的回應，特別聚焦於獨立生活（第19條）與融合教育（第24條）。同時也將回顧結論性意見發布後的最新發展，包括相關法律改革與政策回應的演變。本講座將評估國際人權監督機制如何影響日本國內制度改革，以及日本在全面落實CRPD方面仍面臨的挑戰。
Japan ratified the Convention on the Rights of Persons with Disabilities (CRPD) in 2014 after significant domestic legal reforms. Prior to ratification, major changes were introduced, including revisions to the Basic Act for Persons with Disabilities and the adoption of the Act for Eliminating Discrimination against Persons with Disabilities, which established a framework for non-discrimination and reasonable accommodation.
In 2022, the UN Committee on the Rights of Persons with Disabilities issued its first Concluding Observations on Japan, identifying both progress and serious structural concerns. This lecture examines Japan’s response, focusing particularly on independent living (Article 19) and inclusive education (Article 24). It also reviews recent developments following the Concluding Observations, including legal reforms and evolving policy responses. The lecture assesses how international human rights monitoring can influence domestic reform, and what challenges remain for full CRPD implementation in Japan.
